What are my rights if an accident was other drivers’ fault but his insurance only wants to pay amount less than I still owe on car?

Do they have to pay for my rental car until this is settled and I can get another vehicle?

Insurance companies are not obligated to pay you what you still owe on your vehicle.  Most insurance companies will pay you what the current reasonable blue book value of your vehicle is.  This is why many people purchase "gap insurance" to pay the difference between what the value of your car is and what is actually owed.  It depends upon the policy, but they should cover your rental car costs.
