The entity known as the ATF (alcohol, tobacco and firearms) is the entity you want to inquire with regarding such matters. There are (with the rising prices of tobacco sales) many stores opening now that allow people to roll their own cigarettes and sell it for cheaper. But, depending on the type of laws in your state and of course, all of the federal laws, regarding taxation and regulatory oversight, you cannot simply sell individual cigarettes. The regulatory authority in each state that handles the cigarette taxes and sale of and distribution of cigarettes will probably require you obtain at least some sort of vendor license, and of course, will inquire about how you plan on selling, how you plan on insuring some sort of proper business methods and if you plan on staying in the state and selling only to state consumers or to those outside of Illinois.
