If my mother was hit by someone operating an electric scooter at the retirement village they both live at, does the retirement community have any liability for this?

The operator hit my mother’s wheelchair and flipped her. She sustained a cracked pelvis and bruised ribs. She spent a week at the hospital and so far 4 weeks at the nursing home.

No, the retirement community is not liable unless it was their employee operating the scooter. Otherwise, they are not liable for what non-employees, even other community residents, since they did not control or direct that person's actions, and so are not at fault.
