Can I sue the driver of the car that rear ended me?

I had a vehicle rear-end me back in October 2016. So far I got the
money to pay off my car but now I’m without a car. I am waiting on
the injury settlement but I feel like I’m going to end up being
screwed with that. I’d like to add that he hit me because he was
messing with his GPS. Can I sue him personally?

The property damage is separate from the personal injury claim.  If the case is settled, NO lawsuit is filed.
If you are dissatisfied with settlement offers  regarding the personal injury case, reject the settlement offers and file a lawsuit for negligence against the at-fault party.
If the case is NOT settled, your lawsuit for negligence against the at-fault party must be filed prior to the expiration of the applicable statute of limitations or you will lose your rights forever in the matter.
