If your landlord purposefully turns off your utilities at the time she gives you a 30 day termination notice of your tenancy to hasten your departure, her conduct is a violation of long standing laws against constructive eviction that could subject her to a legal action by you.

If your utilities have been turned off, I would call your landlord about the need for them to be turned back on immediately. Follow up with a written letter confirming the conversation. If there is no compliance, you should consult with a landlord tenant attorney about your recourse.
