The self-employed person did not sign any contracts stating the clientele list was property of the salon, nor did they sign a non-compete clause.

It is entirely possible for the hair salon owner to sue a former independent contractor for contacting clientele post move out under the theory of unfair trade practices or misapproriation of a trade secret.

However, since there is no agreement signed by any of the parties in dispute prohibiting the contact and the fact that the law in this country encourages free competition, the filing of any such lawsuit over the matter you have written about most likely will not be resolved in favor of the salon owner from what you have written.
