Are refugee lots required to build a fence?

We recently had refugee lots constructed behind our home. While property value diminishing has been a concern, we’ve also experienced trespassing from the kids in this area. While kids will be kids, this results in dogs barking and disturbing the other neighbors. In addition to this, they frequently let their Pitbull roam loose who has gotten into our yard on several occasions and has disturbed our Lab. We were wondering if the state is required to fence the area off?

No, there is no requirement that the state fence those lots off. Fences are essentially never required, even when they would be prudent. This is unfortunately a situation where you'd have to fence off your own property to protect your privacy and interests.
