If my husband has a 7 year old who he has not seen since birth and is not recognized as the father on the birth certificate, can he get parental rights ?

Yes, he can indeed apply to the courts for his rights, as long as they have not been terminated. It may be an up hill battle but the courts do encourage the relationship of parent an child and will support his attempt in most cases.  Better late than never.  Good luck.
