My neighbor is insisting that I cut
branches off a tree the extrends over
his roof from a tree on my property in
North Carolina. Everything I have read
says he has right to cut up to his
property line, but its not my
responsibility to foot the bill unless its a
hazard ie dead, diseased, or dying. I
had an arborist check and its perfectly
healthy.

You are correct. Your neighbor can trim the tree branches if they choose but you are under no legal obligation to do so. Additionally, if the tree is damaged as a result of the trimming, your neighbor will bear that liability.
