Is it illegal for someone to deny payment for work they promised payment for?

I worked 18 hours while sick and puking on yard work for my neighbor after being offer 40 dollars payment for the work, I did the work she asked, but she kept adding onto the work even though I did the agreed amount and she refused to pay me after I was done.

You can sue your neighbor for breach of contract/account stated for failing to pay you.
You detrimentally relied on her promise to pay when you agreed to do the work and therefore  there is a contract for you to do the work and receive payment.
Your damages (monetary compensation you are seeking in your lawsuit) should include the amount you are owed and court costs.  Court costs include the court filing fee and process server fee.
