What to do if my car was parked in my employer’s parking garage and during a rain storm the cement from the ceiling dripped onto my car and ruined the finish?

It ruined the finish and caused the paint to peel off. I contacted employer (a large hospital), but I am getting nowhere. Is the hospital responsible for damaging my car due to negligent maintenance of the employee parking garage. The estimate is $1000 to repain and my deductible is $500.

You may have to demonstrate that the hospital knew or should have knoown about the defective condition. You may always bring your suuit in small claims court given the limitation of damages.
