What can I do about an old landlord that keeps harrassing me for back rent if he never fixed issues regarding the septic lines?
I was living in a small trailer before another tenant moved in next door that had 3 bedrooms and 3 baths with 10 people living in it. I have asked the landlord over and over again to fix the lines and he wouldn’t put more then 1 septic in and just kept cleaning it out, no matter how many times the neighbors sewage backed into my home. What do I do from here?

The way to get the sewage matter resolved with your landlord is to write him a letter demanding that the matter be resolved by a certain date or you will contact the local health and building and permit department for an inspection. Keep a copy of the letter for future use and need.
If the due date comes and goes and the sewage issue with the septic is not resolved, call representatives of the two entities listed. If the landlord is cited, he will be required to make the necessary repairs in a stated time period.
