What to d if the president and owner of my company states that his wife isn’t a paid employee, yet she holds a vice-president position and wants to see employee personnel files?

I am in a very tough position because I feel if I do not share this information I will be retaliated against. Isn’t this illegal or what should I do?

Why would it be illegal? The owner of a company can decide who is and who is not an employee, their title, their authority, and their compensation; and many small businesses have the owner's spouse playing a role, often wothout additional pay (the owner's salary or compensation is their joint compensation). There is nothing illegal or that unusual in what you describe, so if the owner wants his wife to have a management role and have access to this information, she can see it.
