If you terminate due to the seller's nonresponse, you will not be able to get the inspection cost back, unless the contract itself provides that in the event of the seller's failure to address the issues or respond, they will reimburse you for the inspection cost. That is because each party bears--and therefore risks--it's own costs and expenses in a real estate transaction unless the contract specifically provides otherwise.
