Isurance coverage for my foster child

I recently married and in the process of adding wife to my employers insurance I was informed that my company would not cover my wife’s foster daughter. I live in California

You can't do anything: it is your wife's foster child, not yours, so you have no legal connection to the child; and furthermore, a foster child is not legally the same as a biological or adopted child--your wife does not have full parental rights and for many legal purposes (e.g. inheritance), the child is not treated as hers. Therefore, under these circumstances, the health insurance does not have to cover this child.
