In every state in this coutnry, if you wish to operate a bar and serve alcoholic beverages, you are required to obtain an alcohol license to do so and abide by the given state's laws for serving alcohol. If not, the license could be suspended and even revoked.

As such, you can operate a business at of the building as a bar that you just purchased but you need to obtain the required alcohol license to do so from the entity issuing such licenses in your state.
