What to do if I am receiving call sabout a debt that I don’t owe?

I am receiving calls from a collection agency for a payday loan I never received. I’ve sent them bank statements proving I never received the money. Their rep said I was correct. Problem is I am still receiving calls from them. Now I think I am blocked from calling them because all I get when I call is a busy signal. What are my options?

Once they failed to establish that you borrowed the money, they were prohibited from continuing to call you.  Send them a cease-and-desist letter.  Then if they continue to bug you, report them to the state Attorney General. I can't imagine why they would call you and then block you from calling them back.
