In every state in this country there are two ways for a complaint in the criminal field to be issued against a person. The first is by way of grand jury indictment. The second is by way of "information" where the district attorney's office filed a complaint against a person.
Since you have already been arrested for felony theft charges, unless you file a petition with the court for habeas corpus, the district attorney's office of the grand jury can take its sweet time in filing a criminal charge against you.
