Is there a fair pay act?

I recently asked for a raise after finding out that 2 other girls in my position make significantly higher pay than me when we do the same job. They refused and told me and other employees not to discuss our wages. Is this legal?

The fact is that absent some form of legally actionable discrimination (i.e. that based on race, religion, nationality age, disability, etc.), not all employees need be treated the same or even fairly. Most work relationships are "at will", which means that a company can set the conditions of employment much as they see fit unless a union agreement or employment contract provides otherwise.
