Can my employer require me to clock in 6 minutes early but not pay me for that
time?

No, your employer cannot do this. So long as you are ready and able to work, any time that you are required to be at your workplace, this is considered to be work time and is therefore compensable. In other words, you are leally entitled to be paid for such time.
