Does a company have the right to report a charge off if they failed to notify the consumer of the debt?

I canceled my cell phone service 5 momths ago. I notified them of the change in address when this occurred through writing, and through customer service. They never sent me a final bill or any additional notification. They charged off a $150 balance. When I found out they reported a charge off to the credit agencies and I immediately called and paid them. They are refusing to remove the charge of reporting. Can this be legal?

There is nothing improper for a creditor to report a charge off (write off) of a due debt owed it to a credit reporting agency. If you want to get the report of such removed from your credit report, I suggest that you pay the $150.00 to the creditor via a check and send a copy of the negotiated check to the credit reporting company asking that the "charge of" be removed from your report.
