Do I have to accept the other insurance company’s offer?

They want to scrap my car but I
want a to keep it due to
mechanically running is in great
condition. I want the car repaired

You can reject the settlement offer from the at-fault party's insurance carrier.  You can continue negotiating, but if the settlement offers continue to be unsatisfactory to you, your only recourse is to sue the at-fault party for negligence.
Your damages (monetary compensation you are seeking in your lawsuit for negligence) would be the property damage (cost of repairs) to your car.
