As a general matter, any tenant may have any guest he or she wants, and does not need the agreement or consent of other tenant(s). The exception would be if the lease or other agreement between the tenants prohibited guests, or said that each tenant had to agree to the other's guest(s). If there was such a provision in a lease or other contract/agreement limiting guests, it would be enforceable; but if there no such provisions or terms, then one tenant could have a guest regardless of what another one wants.
