Can I revoke permission that was previously given for someone to use my daughter’s picture in a video?

I have asked them to stop using it ut they refused on the grounds that they had my permission.

No, you cannot revoke previously given permission unless at the time you gave it, you gave it explicitly subject to the condition that you could revoke it at any time. However, unfortunately, that condition cannot be added after the fact, so if you "simply" gave permission without conditions, you cannot now limit or revoke it.
