Can a tenant at will install a video camera pointing into common area?

Tenant on second floor has installed a video camera pointing toward parking lot
and back yard. Other tenant feels this is an invasion of privacy. Thoughts?

There is no expectation of privacy here. Both the parking lot and back yard are common areas. Further, the tenant can argue that they are doing this for purposes of safety and security.
