If I am a owner of 2 small businesses and we have lost some time cards, what do we do?

You mean that you have no other way to account for the time of your employees?  I think that you need to reconstruct their time and pay them the best that you can.  If they were scheduled for a certain day and time you are going to have to give them the benefit of the doubt that they were there.  If they say they worked over time same scenario.  You are going to have to rely on the honestly of all.  Good luck.
