There may be a case IF:
1) It was not reasonable, given contemporary medical standards, for her pediatrician to have not recommended sending her to a specialist or for testing earlier. That is, you have to show, using medical testimony (e.g. of other doctors, like the specialist) that it was unreasonably careless for her primary physician to not recommend investigation earlier.
2) Even if it had been careless, and so malpractice, to not diagnose or investigate this earlier, you'd have to show, also using medical testimony, that the failure to do so has harmed her in some material or significant way. If she would have had more-or-less the same outcome or prognosis even if diagnosed earlier, the failure to diagnose did her no harm and therefore she would not be entitled to compensation--there is compensation only for harm done.
