I am so sorry for your loss.  As the POA you have no power now that your Mom has passed but as a beneficiary of the estate you can indeed make inquiry and challenge their actions as a "dissipation" of estate assets. Who is the proposed executor?  That person should ask to be granted prlimiary letters to make the funeral arrangements as per the decedent's wishes.  It can be done quickly.  Seek help. Good luck.
