If here’s an employee who’s causing headaches for multiple other co-workers, by lying and being manipulative, is there a proper way for us to pool together an get this employee fired?

This employee is also married to one of the other shift supervisors.

NO--there is no way to "pool together" to get the employee fired. There is no law requiring employers to be fair--they are allowed to favor one employee over others. There is no law requiring employees to be honest, trustworthy, etc.--this person can be manipulative, lie, etc. There is  no law requiring employers to do what what is right for the company or the majority of employees--they can make stupid or unprofessional decisions. Etc. In short, there is no legal right or mechanism to get this employee fired. While you can of course ask or bring your concerns to management, bear in mind that it would be legal for management to retaliate against you for doing so--there is also no protection for complaining about coworkers.
