What to do if my light bill has jumped from $180 to $600 plus?

The light and water department said that it was an old unit in the house. I’ve been complaining for 3 months. It is only 2 people living in this residence. I’ve been calling the maintenance people and no one has come to look at the central unit. I have been charged and extra 10 or rent per month. The landlord will not give me a time of day to talk with her on the phone and when I go to the office, I am being avoided.
