You are liable if you had reason to know that your dog was vicious or prone to bite people e.g. the dog had previously bitten other people but, despite knowing that, you failed to take reasonable precautions like muzzling and, as a result of the failure to take reasonable precautions, the attack occured. If there as no reason to know or think that your dog was vicious or prone to biting, then you generally would not be at fault for the bite and not being at fault, should not be liable.
