The stature of limitations has to do with the time period in which charges are filed. However, in your brother's case, charges were timely filed and proved, hence his conviction. The fact is that the staute of limitations does not apply in this case. At this point a warrant for his arrest has been (or will be) issued...and warrants do not expire. He really should re-think his situation and at least contact an attorney in the area of where theconviction ocurred for more advice. Being a fugitve is no way to try and live your life.
