Good question. Unfortunately under the laws of many states you cannot withhold your rent payment to the landlord until he or she pays the overdue sewer bill for the unit you are occupying.
However, your recourse is that you can pay the sewer bill and deduct the costs of such from your next month's rent to the landlord. If that is your intent, then you should write the landlord about your plan keeping a copy of the letter for future reference and await a response.
The last thing you want is your water shut off. Good luck.
