You need to consult local ordinances here. Generally speaking, utility companies have an "easement' under the law to cut or prune trees that interfere with power lines. They can not, however, cut beyond the amount permitted (in varies by ordinance; for example in one county I know it is 7.5 feet from the line) and they can not injure your property in any way. Check out your local ordinances. Good luck.
