There is no affirmative obligation to perform a survey first, and she is not obligated to do or pay for one. If you believe that she is or may be encroaching on your land, you can have a survey done (you'd have to pay for it) and, if you find that she has put up a fence on your land, could file a legal action to have her move it and possibly for monetary compensation as well.
