How do I go to court to declare myself the executor of the
estate of a deceased relative who had no will as I am the
next of kin?

I am so sorry for your loss. You need to file a Petition to become the Administrator of the Estate. You may require an Affidavit of Kinship as well showing who are the distributees of the estate. I would speak with an estate attorney on this. Good luck.
