Any percentage of the estate, from 0% to 100% can be left to the executor as an inheritance. But, the executor is usually entitled to a fee for their services as executor. In California, that fee is set by law. It is currently 4% of the first $100,000 of the estate, plus 3% of the next $100,000, 2% of the next $800,000, and a smaller percentage of the rest of the estate.
