If you are court ordered to do something within 30 days after divorce is final and have not done a year later, what can happen?
Ex wife was court ordered to sign over half of loans into her name she hasnt done so. I am still paying my half and hers plus interest.

You need to file a petition for rule to show cause to hold your ex-wife in contempt for violating a court order. You would have to demonstrate that the violation was wilful and voluntary. You should consult with an experienced divorce attorney to begin the process.
