Can my employer withhold my last paycheck?

I recently worked for a real estate company doing maintenance. I lost the keys to 1 of their apartments and I am the one the put the locks on it. They are holding my $700 paycheck until I give them the keys. Is this legal for them to do?

No this is absolutely illegal. They must give you your last paycheck and furthermore, lost keys happen. They cannot deduct the cost from you and must pay you in full. You should immediately contact the labor board and explain what is occuring. This landlord will be in deep trouble with the labor board if it does not immediately pay you.
