If I have been working for a company for4 years and have just now been asked to sign a policy and procedures book and non-compete clause, canI say no?
I have been with a company 4 years – 2 1/2 as a contract employee and then the last 1 1/2 years as a full-time employee. This is the fist time they have asked me to sign a policy and procedures and a non-compete clause. I am concerned that i will be fired if I don’t sign.

Yes, your employer may change policies at any time, including imposing a non-competition agreement/clause and/or requiring employees to sign a policies and procedure manual more generally. If you do not sign it, they could terminate you. The law does not require that these manuals or non-competition agreements only be signed at the outset of employment; they may be required at any time.
