I stayed with my mom and the house
caught fire and she passed away but the
house insurance company says that they
were only paying for her property in

It was her insurance, not yours. The insurer only has to pay if the policy says it did--that is, if she had purchased insurance coverage that extended to her guests. If she did, they need to pay as much as the policy says they'd pay you, a guest; if she did not have such coverage, they do not have to pay you. When it comes to insurance, it is all about what the policy says, since insurance is a contract, and contracts are governed by their plain terms.
