If you were at a party and minors as well as alcohol were present where law enforcement took your identification card for a time where the result is that you received a citation in the mail for underage drinking, what happened is legally permissible.

If you want to contest the citation, I would do so in that the officer issuing the citation as to yourself will most likely have a hard time remembering what you looked like, what alcohol you were drinking (allegedly) and the specific facts of what happened the date of the incident resulting in the citation issued to you.
