A lease is a contract. A tenant is responsible for paying any costs indicated in the lease--but does not have to pay for anything not in it. The landlord may not add additional costs to the tenant, beyond those  in the lease; like any other contract, it can only be changed with the agreement of all parties (tenant and landlord) to it.
