Although I am not totally clear with your question I believe your saying another driver caused an accident and you have no insurance and the other drivers insurance is asking you for 2,000 dollars.

If I am correct in this situation I would advise you to consult with a local attorney in your area as i am not admitted in TN but on average if the accident was not your fault the insurance company should not be asking you for any money. They may be trying to take advantage of your lack of knowledge on the subject hoping you simply pay. Without knowing the specifics I cannot tell you if it seems like you would be responsible but again a local attorney with all the facts can tell you if this is normal. Good luck
