If my mother was incarcerated as a green card holder charged with insurance fraud and was deported to Jamaica, can she come back to the US?

It depends on what the conditions of her deportation order were and whether she has satisfied them.  IF so, she may be able to come back to the US.  If not, then she will need to wait until the conditions have been satisfied.
