What to do if my ex-wife wants me to give her a lump sum of money and says she will drop the child support if I do?

If I do this, can she reopen the case and have me pay child support again?

I suggest that you consult with a family law attorney to explore the proposal that your "ex" has submitted to you to evaluate if such is in the best interests of your children and you. If so, then you should explore the the details closer and have a family law attorney draft up the agreement with a court order approving it.
