Is it legal for a school district to restrict parent volunteers from diving on class field trips if a parent has ever filed an SR22?

Should there be timeframe reference (i.e. in the last 10 years)?

It is perfectly legal. A school has no obligation to have parent volunteers; since it chooses voluntarily to have them, it is free to put any restrictions on their activities that it chooses, including not letting them drive under certain circumstances.
