If an easement has been granted for ingress and egress, does this give the underlying owner to cause damage to the driveway with a 4 wheeler?

No one is "allowed" to cause damage to the road.  What is importnant here is to read the easement and to see if it specifically states who is to "maintain" it (generally the party who has been given it but state law can vary so check).  Good luck.
