It is illegal in your state; your state has a crime, "indecency with a child," which includes any sexual or intimate contact, even over/outside of clothing, between someone age 17 or younger and person 3 or more years older than the younger person--in other words, even an intimate or romantic (non-sibling-like) kiss between a 25 year old and a 17 year old violates the law. The older person could be imprisoned for 2 or more years.
