How long does a car insurance company have to repair your vehicle?

I was in a solo accident about 2 1/2 months ago and I’m still waiting for my car to be returned to me. This was under comp/collision insurance and the vehicle was not totalled. They keep telling me they are waiting for parts.

The quick answer to your question is "within a reasonable amount of time" given the scope of repairs and part availability for your vehicle. I suggest that you have a face to face meeting with the owner of the repair facility where your auto is to get a written time period as to when you may expect its return as well as to discuss impediments in why you do not now have it.
